Abstract:
The Hydrography Master Archive Data Layer (HYDROM) includes all of the water bodies and associated features that appear on the U.S. Geological Survey (USGS) 7.5 minute topographic quadrangle maps that cover the State of Connecticut. These quadrangle areas also cover portions of Massachusetts, New York and Rhode Island. Hydrography features are represented as combinations of polygons and lines and are classified as they are depicted on the published quadrangle maps. Rivers, streams, lakes, ponds, marshes, bays, tidal flats, rocks, channels, and dams are example classifications. In general, single line streams, shorelines, and dams are represented as lines; and double line streams, lakes, ponds, bays, channels, tidal flats, rocks, and marshes are polygons. The classification is intended to support cartographic products (plotting base maps) and spatial analysis with other 1:24,000 scale data layers. The Hydrography Master Archive Data Layer depicts information from 7.5 minute quadrangle maps and does not reflect any recent shoreline or water body changes, natural or manmade. HYDROM was developed using USGS Digital Line Graphs (DLG). Through a cooperative agreement between the USGS and the Connecticut Department of Environmental Protection (DEP), the USGS produced DLGs for all of the 7.5 minute 1:24,000 scale quadrangle maps for Connecticut. Produced in the mid to late 1980's, these DLGs represent boundary, hydrography and transportation information appearing on quadrangle maps published between 1969 and 1984.
Purpose:
HYDROM is intended to serve as the Master Archive Data Layer for hydrography information for the Connecticut Department of Environmental Protection GIS. All updates and corrections should be made to the individual quadrangle tile coverages that comprise HYDROM.

USGS Digital Line Graph Files - Digital Line Graph (DLG) is line map information in a standard USGS digital form. For Connecticut, the USGS produced DLGs for the 1:24,000 scale 7.5 minute quadrangle maps published between 1969 and 1984. The Connecticut DLGs included information for three data categories: Boundaries, Hydrography and Transportation. HYDROM is based on DLG data from the Hydrography category.

Process_Description:
First Set of Quadrangle Coverages - Using ARC/INFO software, DEP converted the DLGs to ARC/INFO coverage format and processed DLG Hydrography information in the following manner. First, the digitized streams, lakes, ponds, marshes, etc. were checked against the corresponding features on the published quadrangle maps. Visual comparisons using 1:24,000 scale check plots combined with automated procedures to identify inconsistent attribute coding were the primary means of evaluating and correcting obvious errors with the original DLG data. Corrections were made to DLG major and minor codes in the ARC/INFO coverages and were the basis for the HYARC_COD arc and HYPOLY_COD polygon attributes in the final data layer.

Process_Description:
Quadrangle Edge matching - Arcs crossing quadrangle boundaries were individually edge matched and visually checked for accuracy. Except for those arcs defining the limits of marsh areas, all arcs along quadrangle boundaries were edge matched. Beginning with quadrangle 1 in the Northwest corner of Connecticut, features were edge matched to line up with corresponding features on adjacent quadrangles through a process of checkerboard edge matching. Every other quadrangle was adjusted such that arcs were snapped to connect with the corresponding stationary features on adjacent quadrangles. Exceptions to the checkerboard pattern were made on a case by case basis and were usually resolved by adjusting an older feature to a newer feature. On occasion, there were no corresponding features on the adjacent quadrangles so some water bodies prematurely end at quadrangle boundaries. This is mostly due to variations in quadrangle publication dates. Also observed, but not resolved, were instances where DLG major and minor coding was inconsistent from quadrangle to quadrangle. Consequently, codes for some hydrography features change when crossing quadrangle boundaries.

Final Quadrangle Coverages - Final HYDROM quadrangle coverages were named using the HY coverage name prefix. For example, the coverage for quadrangle 1 was named HY0001. Arcs where unsplit to eliminate unnecessary pseudo nodes, all polygons had label points, and final topology was established, with both fuzzy and dangle tolerances verified. At this stage, HYDROM had been fully attributed and was ready to be archived.

Polygon Attributes - The Hydrography Polygon Code (HYPOLY_COD) represents the underlying classification scheme for all polygons and is a modified version of attribute information from the original USGS DLG major and minor codes. HYPOLY_COD includes codes for identifying open water polygons, streams, rivers, brooks, lakes, ponds, tidal flats, rocks, marsh areas, etc. See the HYPOLY.COD code table for a complete list of codes. Based on HYPOLY_COD, AV_LEGEND was developed to easily classify and symbolize hydrography polygons in Arcview. Complementing the COASTA_COD arc item, which defines a coastline based on hydrography shoreline arcs, COASTP_COD identifies polygon areas within this coastal area. PHOTREV_FLG flags hydrography polygons that are the result of photo revisions made to the published quadrangles (on the quadrangles, photo revised features are printed in purple). QUAD_NO identifies the 7.5 minute quadrangle map the polygons are located on. STREAM_NO, LAKE_NO, BAY_NO, HARBOR_NO, and SOUND_NO identify named streams, lakes, bays, harbors and sounds. Refer to the STREAMNO.COD, LAKENO.COD, BAYNO.COD, HARBNO.COD and SOUNDNO.COD code tables for possible values. ACREAGE and AREA_SQMI values represent polygon AREA in acres and square miles, respectively. These values are based on that of AREA, which is computed by ARC/INFO and stored in units of square feet. All attributes were visually compared to 7.5 minute quadrangle maps.

Arc Attributes - The Hydrography Arc Code (HYARC_COD) represents the underlying classification scheme for all arcs and is a modified version of attribute information from the original USGS DLG major and minor codes. Revisions made to data: Version 2 (1994) - HYDROM represents a slightly enhanced version of the DLG based detailed hydrography layer initially processed by DEP in the late 1980's. Enhancements were required for consistency with DEP's Database Design Standards and primarily affect attribute naming. STREAM_NO, LAKE_NO, BAY_NO, HARBOR_NO, SOUND_NO, and AV_LEGEND fields were also added for naming water bodies and symbolizing in Arcview. No changes were made to the actual attribute values or to the features themselves (coordinate information). Replaces all earlier versions.

Reviews applied to data: Conforms with DEP-GIS Spatial Data Standards. Standards for feature accuracy are: 90 percent of the digitized features are within .01 inch of the centerline of that feature on the manuscript (original map); 100 percent of all features must be within .02 inch. There are NO duplicate features, unresolved intersections, overshooting arcs, open polygons, sliver polygons, or unlabeled polygons. Fuzzy and Dangle Tolerances were verified and set in the TOL file, and the map projection is defined in the PRJ file. Feature IDs in each quadrangle coverage are unique. Conforms with DEP-GIS Database Design Standards. Item names are all in upper case, do not include any special characters except an underscore (_), and are no more than 10 characters long. Code tables provide code descriptions for Items with a _COD extension in their name, and relate Files (.REL) provide relational access to these tables. Standard symbology is defined for ARC/INFO (lineset files) and ARCVIEW (legend file). All character attribute values are in upper case.
